What Was The Law For Special Education Students Regarding Attending Shcool Prior To Public Law 94-142?

The Education for all Handicapped Children Act (Public Law 94-142) stated that, on September 1, 1978, schools had to began to provide a free appropriate education for all children aged six to 17 identified as physically, mentally, of emotionally disabled. Did these children not have to go to school prior to this law, were they not allowed in shcool? Please provide refferece to back up your answer
