Here is the article from the Detriot Free Press . BCBS Michigan was seeking a 31.2% rate increase on it's Medigap plans to stem the $358 million in losses the company has accrued since 2003. The DOI granted a maximum rate increase of 3.8%. BCBS Michigan has not decided if it will appeal.
